In the main part of this article it is discussed the essence of procurement, its  obligation, consisting elements, function, principles, motivation of choosing the supplier, organization of purchase etc.

Procurement is a combination of  these methods and procedures to meet the requirement of purchaser on product, service and work. There are achieved by: purchase planning, defining the target of purchase, regulations, accomplish purchase and its control. So, procurement is the process of purchase. It is realized by the state organization by the mean of budget and commercial (private) organizations by their own resources.

The purchase of good is accomplished in competitions, auctions, tenders. The purchaser is mentioned as a supplier. The quality of good should be evaluated by the client who is the best supplier. In Georgian state purchase, the main attention is paid to the fare of good what isn’t correct. The approval of purchase necessity is seldom as well. In state purchase such behavior was made as a rule. At this time the first task of procurement is the correct definition on goods demanding. Before the client finds the supplier of goods, he must look for the resources of its satisfaction.

The suppliers should be given the information about the ways of purchase.All the procedures of purchase must be objective. They must be accomplished according to the rules.

On the purchase procedures should be permitted only those suppliers  who  are suitable for competition barrier. The rule of showing the winner should be known in advance for all the suppliers.

There are three parts in purchasing. These are: purchase block, financial block and control block. The first blockconsists of the part of supply, the second one- financial part and accounting, the third part–the guidance of client or invited audit.
